I downloaded 3 png files from Digital Scrapbooking. All show transparent backgrounds in Windows photo viewer but 2 have a green background when opened in PSP 2022. I also opened them in 2023 with the same result.

The attached is a screenshot in PSP 2022. The creator,Chitra David,  does not know why this is happening. Her designs can be found in the Commons.

Any suggestions?

I don't know why but even though it is saved as a png file, it opens like a jpg, with a background layer. I tested in PSP2023, but also in an old PSP9 with the same result.

Interestingly, if opened in Photoshop (I have an old CS5), it does open with a transparent background.

My guess is that she is using Photoshop, and there might be a setting for the png save that either was not set, or changed. If most users who download her images use Photoshop or Photoshop Element, nobody would have noticed it.

IMHO, The two with the green look like they came from one of those AI generator websites, so I bet it’s nothing Chitra is doing. HOWEVER PS has a thing that allows you to adjust the level of compatibility when you save. And she might have hers turned low so it’s less compatible with outside (other than photoshop)  sources, but that’s only if she needed to save it.
